1. About this document

This Target Market Determination describes the customers for whom the Billie Pay Advance is likely to be appropriate, the customers it is not designed for, how the product is distributed, and when Billie reviews this determination.

Billie makes this determination under section 994B of the Corporations Act 2001 (Cth).

This determination is a general description of the product’s target market. It is not financial advice, an offer, or an approval. It does not mean the product is suitable for any particular person, and approval is not guaranteed. If an application is approved, the conditions of that Pay Advance are set out in the Pay Advance Agreement – Terms and Conditions and the Repayment Schedule the customer accepts.

Words used in this document

Word Meaning
Commencement Date The date a Pay Advance starts: the date shown in the Repayment Schedule or, if the money is paid to the customer later, the date it is paid. All other dates are counted from it.
Advance Term The number of days the customer chooses to borrow for, when they apply: at least 10 days and at most 62 days. It is fixed in the Repayment Schedule and does not change if the customer repays early.
Due Date Each repayment date in the Repayment Schedule: every 7 days from the Commencement Date, with a shorter final instalment on the Final Repayment Date where needed.
Final Repayment Date The date of the last instalment: the Commencement Date plus the Advance Term, moved to the nearest business day where needed, and never later than 62 days after the Commencement Date.
Repayment Period The time in which the customer may repay: from the Commencement Date up to and including the Final Repayment Date. The customer may repay in full or in part at any time in it, at no cost.

2. Key product attributes

The Billie Pay Advance is short-term funding for an unexpected gap in income. It is a fixed amount, borrowed for an Advance Term the customer chooses and repaid in weekly instalments.

Attribute Billie Pay Advance
Amount $10 to $200. Billie sets each customer’s Pay Advance Limit when it assesses the application.
Advance Term 10 to 62 days, chosen by the customer when they apply, to meet their needs and objectives.
Repayments Weekly instalments every 7 days from the Commencement Date, with a shorter final instalment on the Final Repayment Date where the Advance Term does not divide into whole weeks. Every Due Date and amount is shown in the Repayment Schedule before the customer accepts.
Repaying early At any time in the Repayment Period, in full or in part, at no cost. There is no minimum time before the customer can repay.
Cost A one-off Transaction Fee of 5% of the amount advanced (for example, $10 on $200), included in the scheduled repayments. The fee is the same whatever Advance Term is chosen and whenever the customer repays.
Interest None (0%).
Other fees None. There is no establishment, account-keeping, direct-debit, early repayment, late, dishonour or default fee.
If an account is in default If Billie has to take enforcement action, it may recover enforcement expenses it reasonably incurs (for example court or collection-agency costs) under the Pay Advance Agreement. These are not a product fee.
How many at once One Pay Advance at a time. Each further Pay Advance is a new application, assessed afresh. No new Pay Advance is provided while any amount is in default.
Extensions The Final Repayment Date is never extended beyond 62 days after the Commencement Date, and a Pay Advance is never rolled over. Customers in financial difficulty can ask for hardship help at no fee.

3. Target market

The Billie Pay Advance is likely to be appropriate for a customer who:

  • is an individual aged 18 or over;
  • lives in, and is physically present in, Australia;
  • has lawful permission to do the work that earns the income Billie assesses;
  • is paid in Australian dollars into an Australian bank account held in their name;
  • ordinarily meets their regular budget from regular income;
  • needs short-term help with an unexpected cost, including a routine cost that has become unexpected (for example, fewer shifts than usual, or savings already spent on an earlier emergency such as a car repair); and
  • can repay the Pay Advance over the Advance Term they choose without substantial hardship.

4. Likely objectives, financial situation and needs

Objectives. Customers in the target market are likely to want a small, fixed amount to cover an unexpected cost, repaid from their pay within a few weeks, at a cost they know before they accept.

Financial situation. They are likely to have regular income that ordinarily covers their regular budget, paid into an Australian bank account, and to be facing a temporary gap because a cost is unexpected, including a routine cost that has become unexpected.

Needs. They are likely to need repayments that fit their needs and objectives, the freedom to repay early without cost, and a cost that cannot grow while they repay.

Why the product is consistent with the target market

  • The amount is small ($10 to $200) and limited to the Pay Advance Limit Billie sets for each customer.
  • The customer chooses the Advance Term to suit their pay cycle. The minimum of 10 days means a customer paid weekly always has at least one pay day before the Final Repayment Date.
  • There is no interest and no late, dishonour or default fee, so the cost within the product cannot grow beyond the Transaction Fee.
  • One Pay Advance at a time, no new Pay Advance while any amount is in default, and no rollovers or extensions beyond 62 days limit repeated reliance on short-term credit.

5. Who the product is not designed for

The Billie Pay Advance is not designed for, and Billie does not provide it to:

  • anyone who will use it wholly or predominantly for business purposes, or for a company, trust or partnership;
  • anyone under 18;
  • anyone without lawful permission to do the work their income relies on;
  • applications by two or more borrowers together, by a guarantor, or by someone acting for the customer under a power of attorney;
  • anyone already in financial hardship;
  • anyone who cannot meet their regular budget from regular income, or who cannot repay over the Advance Term they choose without substantial hardship;
  • anyone who wants it for non-essential purchases (for example, holidays or luxury goods); or
  • anyone who wants it for gambling or for an unlawful purpose.

Because of its key attributes, the product is also not designed for customers who need more than $200, credit for longer than 62 days, or long-term or revolving credit, or who rely on short-term credit on a regular basis.

6. Distribution conditions

The Billie Pay Advance is distributed only by Billie, directly, through its online application at billie.loans. Billie does not use brokers, intermediaries or any other distributor. Every applicant must complete Billie’s identity, eligibility and credit checks before a Pay Advance is provided.

7. Distributor reporting

Billie does not use any other distributor, so no distributor reporting applies. If Billie ever appoints a distributor, it will review this determination and set out the information the distributor must report to Billie, including complaints, and the reporting periods.

8. Review triggers

Billie will review this determination if an event or circumstance occurs that reasonably suggests it may no longer be appropriate, including:

  • a change to the product, its fees, its amounts, its Advance Term, its eligibility requirements or how it is repaid;
  • a new distribution channel, or the appointment of any distributor;
  • a change in law, regulation or regulatory guidance affecting the product or its distribution;
  • a significant dealing in the product that is not consistent with this determination;
  • a material increase in complaints, hardship requests, missed repayments, defaults or other poor customer outcomes;
  • evidence that customers outside the target market are obtaining the product;
  • a material failure of Billie’s identity, eligibility or credit checks; or
  • any other event that reasonably suggests the product, target market or distribution conditions should be reviewed.

9. Review periods

  • First review: no later than 6 months after this version takes effect.
  • Later reviews: no more than 12 months apart.
  • Billie may review this determination at any time, and will also review it when a review trigger occurs (section 8).
